Baltimore's Minimum Wage Line: Why Howard County Jobs Pay $16 and the City Pays $15

BALTIMORE, MD — Drive west on Route 40, cross the Patapsco into Ellicott City, and the legal minimum wage goes up a dollar. A cashier in Catonsville and one in Columbia can do the same job under two different floors: $15 an hour in Baltimore County, $16 in Howard County. For hourly job seekers, that line is worth knowing before you apply.

Maryland's statewide minimum is $15. Howard County's is $16 for every employer as of July 1, 2026, and it is scheduled to adjust with inflation starting January 1, 2027. Baltimore City and the rest of the metro follow the state rate.

💵 The Two Floors Around Baltimore

The Maryland Department of Labor puts the state minimum wage at $15 an hour for most employees, regardless of employer size. That is the floor in Baltimore City, Baltimore County, Anne Arundel, Harford and Carroll counties. None of them sets its own higher private-sector minimum.

Howard County does. Its minimum wage law, Council Bill 82-2021, phased the rate up over several years. Howard County's finance department lists large employers (15 or more workers) at $16 since January 1, 2025, and small employers caught up to $16 on July 1, 2026.

The state lists three counties with local rates above $15: Howard, Montgomery and Prince George's. Howard is the one Baltimore commuters actually cross.

📍 Where the Line Actually Runs

The Patapsco River is the boundary between Howard County and Baltimore County for much of its length, which puts Ellicott City and Elkridge on the $16 side and Catonsville, Oella, Arbutus and Halethorpe on the $15 side. Columbia and the Route 29 corridor sit entirely in Howard.

Along I-95 and Route 1 it gets trickier: the BWI and Arundel Mills areas in Hanover belong to Anne Arundel County, which follows the state's $15. Mailing addresses don't reliably follow county lines, so check the worksite's county before assuming a rate.

The rule that decides it: the address where the work is performed sets the floor. Not where you live, not where the company is headquartered. A Baltimore resident who clocks in at a Columbia store is covered at $16; a Columbia resident working a shift at Harbor East is covered at $15.

📅 What Changes in January

Howard County's ordinance ties future increases to the Consumer Price Index starting January 1, 2027. The county had not posted the 2027 figure when this article was published, so we are not printing a number. Watch the county's minimum wage page this fall.

No scheduled increase appears on the state's page for the $15 statewide rate. Tipped workers can be paid a $3.63 cash wage if tips bring them to the minimum.

🏛️ Baltimore City's Living Wage Is a Different Thing

You may see a bigger number attached to Baltimore City. The city's living wage rose to $17.17 an hour on July 1, 2026, according to the Baltimore City Office of Equity and Civil Rights. It applies to employees of contractors and subcontractors on city service contracts, roughly 3,500 workers by the city's count. It is not a citywide minimum: a Fells Point restaurant job is still covered by the state's $15.

The legal floor is a floor, not a going rate. Many Baltimore-area employers post starting pay above both, so read the pay line on every posting. The line matters most at entry level, where a dollar an hour is roughly $2,000 a year at full time. Factor in the commute, then compare.
